Basically, you need to take the motor off the wiper linkage (fairly self explanatory). There is a white/cream plastic thing screwed to the wiper motor. I believe this is the relay, as the motor just spins constantly if you run it without this plastic box plugged in. Run down the scrappies and replace that part. Or just buy a new front wiper motor.
It turned out that I just needed to touch the wiper stick anyway and it stopped until I let go. In giving the stick a slight tap it sounded like a spring on the inside made the noise.
